Journal of Global Health Review: Only 9 of 74 Documented Humanitarian AI Systems Are in Operational Use

A scoping review published October 19 in the Journal of Global Health, by authors from Qatar University, Weill Cornell Medicine-Qatar's AI Centre for Precision Health and the UK Foreign, Commonwealth and Development Office, screened 1,753 records and included 74 dated 2012 to 2025. Fifty (67.6%) described retrospectively validated models or prototypes; only 9 (12.2%) documented operational deployment, and 3 (4.1%) a pilot or limited field implementation. Among scholarly records, 52.6% concerned sudden-onset natural disasters and 5.3% conflict and displacement, a single paper addressed recovery, and sub-Saharan Africa accounted for one paper against Asia's 36.8%. Only 8 records (10.8%) involved affected-community participation or co-design. Why it matters: This is a dated count of how little humanitarian AI has crossed from paper to field: roughly one documented system in eight is in use, recovery is almost untouched, and the region carrying much of the humanitarian need has one scholarly study in the set. The authors' own conclusion is that "most reported systems remained prototypes or retrospectively validated models," which gives a measurable baseline against which later deployment claims can be read.

Honolulu Budgets $1.3 Million to Add AI to Storm, Wildfire and Tsunami Warnings After Kona-Low Floods

The City and County of Honolulu is starting work to pair its current monitoring systems and new strategically placed sensors with AI, KHON2 reported October 21, so the city moves from reactive monitoring to an anticipatory system. The city council has allocated $300,000, and Department of Emergency Management Director Dr. Randal Collins said the city received $1 million in federal funding this year and is seeking more. Collins estimates the system will take up to two years to be running and called the project "still very much in the early phases." The trigger was March's Kona low storms, which destroyed dozens of homes on Oahu and damaged hundreds more; Councilmember Matt Weyer tied the effort to stream maintenance and pre-positioned supplies for communities that could be cut off. Why it matters: A US city has put named dollars and a stated deadline on AI-assisted warnings, which makes the commitment checkable. Honolulu Magazine earlier reported that federal money for the effort was frozen in April; the $1 million received this year is the city's current account, and whether the system is running within two years is the next marker on the record. Flood survivor Gloria Gonzales-Moore's note that "the simple stuff should have already been working too" is the standard residents are applying.

Dubai's AccessAbilities Expo Shows AI Smart Glasses and Speech-to-Text Tools to an Expected 18,000 Visitors

The eighth AccessAbilities Expo opened October 19 at Dubai World Trade Centre and closes today, October 21, with more than 240 exhibitors, brands and rehabilitation centres from 50 countries, according to Khaleej Times. The AI on show is assistive hardware and software: smart glasses offering real-time translation and visual assistance for people with visual disabilities, voice-recognition and real-time speech-to-text tools for people who are deaf or hard of hearing, and an AI Zone for building digital stories, alongside electronic prosthetic limbs and free medical screenings. Several of the technologies are debuting in the Middle East, Africa and South Asia. Organisers cite WHO estimates of about 1.3 billion people living with a disability worldwide, more than 50 million of them across the Middle East. Why it matters: The organisers' own access figure is the one to hold these devices against: 3.5 billion people are projected to need assistive technology by 2030, and only one in 10 currently has access to the products they need. The expo is a showcase, not a deployment study, so it shows what is commercially ready in the region this week, not who will be able to get or afford it.

Scammers Cloned an Osceola County Sheriff's Captain's Voice for Fake Arrest-Warrant Calls

A voicemail circulating in Osceola County, Florida, uses an AI clone of the voice of Captain Steve Moser of the Osceola County Sheriff's Office, alongside his photo from the agency's website, to tell residents they face an arrest warrant, WKMG News 6 reported October 19. The sheriff's office estimates about 40 cases this year in which scammers impersonated law enforcement, with victims potentially losing thousands of dollars; no loss total was given. Cybersecurity expert Perry Carpenter told WKMG that "a good 20 seconds of audio" is enough to clone a voice, and some systems need "under five seconds." Why it matters: The scam turns an official's public presence, the briefings and videos that put their voice online, into the tool used against residents, so the voice that would normally vouch for a call is the one being faked. Sheriff Chris Blackmon's stated rule is the fixed point: the office will never call demanding money to resolve a warrant or a missed jury duty. The roughly 40 cases this year are the local count to watch.
