Kenya Orders Phone Carriers to Push El Niño Alerts to Every Subscriber, Opt-Outs and Do-Not-Disturb Included

Kenya's Communications Authority wrote to the chief executives of Safaricom, Airtel Kenya, Telkom Kenya and Jamii Telecommunications on October 1, 2026, exempting government-authorized emergency bulk SMS from the opt-in and opt-out rules that govern commercial messaging. Approved preparedness and public-safety messages must now reach all active subscribers regardless of promotional-message preferences, Do-Not-Disturb settings or earlier opt-outs. Alerts move through short code 1590 and cover early-warning messages, preparedness advisories, simulation notifications and emergency instructions. The Authority anchored the order in Articles 33, 35 and 46 of Kenya's Constitution and the Access to Information Act, 2016, and the exemption runs through the simulation exercises and the whole El Niño preparedness and response period. Why it matters: An early-warning system only works if the warning arrives, and consumer opt-out lists are a quiet failure point that most countries never test until a flood. Kenya has removed that gate by regulation before the rains. Test runs were scheduled for October 2, and what is verifiably next is the outcome of those tests. The AI link here is thin; this is a regulatory story about the delivery layer that any AI-driven forecast would depend on.

A San Francisco Nonprofit That Trains Low-Income Teens for Tech Jobs Faces a 156% Rent Hike as the AI Boom Fills Downtown Offices

Dev/Mission, a South of Market nonprofit offering free IT and coding training to low-income students ages 16 to 24, was told about three weeks ago that its rent will rise 156%, from $7,426 a month to roughly $19,000 to $20,000 for a 4,000-square-foot space, according to ABC7 and the SF Chronicle. Founder Leo Sosa said the landlord effectively told them so in lease talks, and a Cushman & Wakefield executive told ABC7 the market is seeing a flurry of leasing activity and price increases not seen at this pace before. The landlord did not respond to ABC7. Dev/Mission has graduated about 500 students in nearly 10 years, with more than 400 landing tech jobs, one at OpenAI, and has given away more than 5,000 computers to low-income families since 2017. Why it matters: The same AI boom that creates the jobs is repricing the space where the people who would fill them are trained, and a cost shift like that lands on small workforce nonprofits first. The new facts are the number and the timeline: Dev/Mission says it hopes to secure new space by November.

Fulton County, Georgia Approves $97,500 for Free AI Training Aimed at 500 Residents and City Workers

Develop Fulton, the county's development authority board, approved $97,500 on October 1, 2026 for a seven-month program running through April 2027 that will offer free AI training to at least 500 residents and municipal employees. The Enterprise Technology Association administers it, mixing online coursework with in-person sessions across three tracks: AI Explorer, AI Empowered Professional and AI Empowered Leader. Career changers, small-business owners and nonprofit staff are eligible. Board Chairman Kwanza Hall called it a moment to "seize the leadership opportunity or be left in the past." No sign-up deadline appeared in the coverage reviewed. Why it matters: It is a small, specific public investment, $97,500 for 500 seats, or about $195 per person, which makes it measurable. Findings are to be presented at the annual Atlanta AI Week conference, and those results will show whether county-funded training moves anyone into work.
