African Leaders Adopt a New York Call to Action on AI-Assisted Cross-Border Outbreak Intelligence

On 25 September 2026, at a Presidential Dialogue on High-Threat Pathogens convened by the WHO African Region, Dure Technologies and Central African Republic President Faustin-Archange Touadéra, African leaders, health ministers and partners adopted the New York Call to Action on Cross-Border Preparedness Intelligence in Africa. It builds on an August 2026 memorandum signed by health ministers from 10 African countries and on WHO Africa's Preparedness Data Exchange (PDX), running since March 2026, which pools preparedness and risk information with AI-enabled capabilities while each country keeps control of its own data. A border screening platform, Voyage Sante+, is in development. Why it matters: A declaration is not a deployment, but the AI layer is now named in a presidential-level text as part of the preparedness system, with the data-sovereignty model spelled out rather than assumed. WHO Regional Director Dr Mohamed Janabi said WHO will support member states in turning the call into "national policies, sustained financing and practical arrangements," so the open question is whether the 10 signatories route outbreak data through PDX and fund it nationally.

Project TRACE, a US-Cameroon Tool That Finds Unreached Flood Survivors From Voice Data, Wins the AI x City Climate Action Hackathon

Project TRACE took first place in the 2026 AI x City Climate Action Hackathon, run by the Global Covenant of Mayors for Climate & Energy through Innovate4Cities with the Urban Transitions Mission and the University of Cambridge's Centre for Human-Inspired AI; the competition drew nearly 700 registrations from 77 countries and 75 final submissions, with finalists pitching in Cambridge on 22 September. TRACE turns recorded conversations, including in regional languages such as Zulu, into structured data on which families were hit by flooding or extreme weather, and shows a city who has not yet been reached. It also won the Hack for Earth prize, a place in the six-month Build for Earth programme, and will be paired with a city to explore a pilot; I-AdapT (India) placed second and FloodFactAI (Kenya), a Nairobi flood-response tool, third. Why it matters: Most disaster dashboards map damage; TRACE measures coverage gaps from local-language voice data, the part of post-flood response that usually depends on door-knocking. This is a competition result, not a deployment, and the pilot city has not been named; all three winners present at the Urban Transitions Mission Global Innovation Summit in Viladecans, Spain, on 3 November 2026.

Verizon Commits $70 Million, $50 Million of It New, to Free AI Training for Job Seekers and Small Businesses

Verizon announced Verizon AI Skills for America on 23 September 2026: $70 million built from a $20 million Reskilling and Career Transition Fund originally created for its own departing employees, plus $50 million in new money, aimed at job seekers, early-career professionals, displaced workers, educators and small businesses. The courses come free from IBM, Google, Anthropic, Microsoft, Coursera and OpenAI (Verizon puts comparable premium training at more than $700 per person per year), paired with local support from community workforce nonprofits, starting in select regional markets. Why it matters: A fund built for a company's own exiting staff is being opened to the public, and the design bets on local nonprofits, not online courses alone, to carry displaced workers through. No learner target, market list or nonprofit partner list has been published yet.

Maryland Brings In Code for America, Civilla and Public Policy Lab Before 320,000 Medicaid Members Face Work-Reporting Rules

Maryland is partnering with three civic-tech organizations to overhaul parts of its Medicaid systems, StateScoop reported on 22 September 2026. From 1 January 2027, some adults must document at least 80 hours a month of work, school, training or volunteering, or $580 a month in income, with eligibility checks twice a year; about 320,000 of Maryland's 1.47 million Medicaid recipients are expected to be affected. Code for America maps caseworker processes to find tasks that can be automated or streamlined, Civilla redesigns the mobile application, and Public Policy Lab rewrites member notices so the required action is clear. Why it matters: The failure mode is coverage lost to paperwork; Code for America's Rebecca Piazza said "plenty of people who are eligible and working may lose coverage because they miss a notice." One state is treating notice design and caseworker automation as the front line of the January rule change, with no funding figure or timeline published yet.
