Japan Writes AI Into the 119 Emergency Call, With Automated Response Dated to 2030

Japan's Fire and Disaster Management Agency will launch a model project in fiscal 2027 to use AI in handling 119 calls, the number covering firefighting, rescue and ambulance dispatch, The Japan Times reported on August 28. The system starts with speech recognition that transcribes the call automatically, so an operator is not typing while triaging, and adds a function suggesting the actions a given call requires; AI is also being introduced to the #7119 consultation line that advises callers whether they need an ambulance at all. For a firefighting sector facing severe labor shortages, the roadmap goes further, laying out an automated AI response system for 119 calls by 2030. The agency named its own unresolved failure modes: voice recognition errors, behavior during communication failures, and accuracy with elderly callers or callers speaking a foreign language. Why it matters: Every AI-in-dispatch deployment so far has been municipal and non-emergency by design, including the Massachusetts non-emergency line this show covered on August 25, which kept the stakes low enough to avoid the hard question. Japan has now put that question on a national calendar: whether a machine can take a life-threatening call in 2030. KNUST's Responsible AI Lab Builds a 3,000-Sign Ghanaian Sign Language Healthcare Dataset

SignTalk translates Ghanaian Sign Language to text and back through an avatar using a plain webcam and no specialized hardware, so it runs on equipment a clinic already owns; SignConnect Ghana lets deaf users place phone calls independently; I-See is a sensor-equipped cane giving audio feedback in local languages, and I-Hear is an AI-driven hearing aid. The number that makes SignTalk more than a demo is the corpus: RAIL states that Phase II built a video dataset of more than 3,000 Ghanaian Sign Language signs specific to healthcare interactions, with a large-scale multimodal GSL healthcare dataset paper published in Scientific Reports. The tools are described as in development, with prototype testing run alongside persons with disabilities; no deployment counts or funding figures were given. Why it matters: A deaf patient in Ghana today typically brings a hearing relative into the consulting room, which means there is no such thing as a confidential diagnosis. Sign language translation fails on domain vocabulary, so the healthcare-specific corpus is the expensive part rather than the model, and it now has a published size and a peer-reviewed paper attached, which is what lets other national sign languages start from something other than zero. AudioEye's UK Scan Finds 89 Percent of Pages Carry Ten or More Accessibility Issues, Concentrated Where AI Search Sends People

AudioEye released UK findings on August 27 from a scan of more than 14,400 pages across seven industries: 89 percent of pages carried at least ten accessibility issues, averaging 66 per page, and the issues concentrated on interior pages such as product listings, booking forms and service pages. The company's separate 2026 Digital Accessibility Index, published earlier in the year, reported that 95 percent of AI search traffic bypasses the homepage entirely and that pages beyond the homepage average 10 percent more accessibility issues and 18 percent more page elements. Those are two studies on two datelines and they are kept apart here. Standing caveat: AudioEye sells accessibility software and has a commercial interest in the finding, which is why the page-level counts rather than a headline percentage are what is reported. Why it matters: Accessibility budgets have historically gone to the front door, because the front door is what got audited and what took the traffic; an assistant that answers a question by linking straight to a booking form routes a disabled user past the one page anyone remediated. AudioEye reports that deeper pages already appeared in roughly 60 percent of accessibility claims filed in 2025, before AI search had shifted this much traffic. What is verifiably next is whether an independent, non-vendor scan reproduces the interior-page skew.
