China and Brazil Settle a Geostationary Disaster Early-Warning Payload for South America
Details of CBERS-5, the fifth satellite in the China-Brazil Earth Resources Satellite programme, were reported on 14 August 2026 following technical meetings in May between Brazil's National Institute for Space Research (INPE) and a Chinese delegation. It is the first CBERS satellite designed for geostationary orbit, which is the point of it: a geostationary platform stares at the same hemisphere continuously instead of passing overhead on a fixed revisit schedule, so a flood, a landslide or a fire front can be watched as it develops rather than sampled. Nearly 100 State Bills Now Regulate Companion Chatbots, and a New ITIF Report Says They Are Copying the Wrong Playbook

Why it matters: Nearly 100 non-identical bills is a measurable fact about how fast this is moving and how little of it is coordinated, and the California veto shows both failure modes, too loose and too blunt, live in the same state in the same session. For organisations running youth-facing digital services, the near-term consequence is that "chatbot" and "minor" will carry different legal definitions in adjacent jurisdictions.
